President - Andy Cannon - Assistant Director, Office of Operations, Information Services Division - Alabam

Andy Cannon is the Assistant Director of the Information Services Division’s Office of Operations and reports to Alabama’s Chief Information Officer. The Office of Operations is responsible for the state of Alabama's central mainframe and agency data centers, the security access system for state buildings, ISD’s Project Management Office, business continuity and disaster recovery. Prior to his current position, Andy was the director of the state's enterprise networks. In addition to his 19 years in state government, Andy spent 17 years with BellSouth and AT&T, and has over 30 years experience designing, procuring, implementing and managing complex networks. Andy graduated from Wallace Community College in 1972 with a degree in electronics. Andy has been a long-time participant in NASTD, attending his first NASTD conference in 1991. He served as southern region president in 2005-2006 and has since served on the Executive Board as treasurer in 2007-2008, as vice president in 2008-2009 and currently serves as NASTD president. Andy has a passion for community service and enjoys speaking on matters of faith and encouragement. He is currently pursuing a degree in theology. His hobbies include restoring old cars and all types of music. Andy is married to Anita Meadows and they have two sons, Geoffrey and William.
Vice President - Dan Corcoran - Acting Director, IT Infrastructure Delivery Services Unit - New York

Dan Corcoran is the Acting Director of IT Infrastructure Delivery Services for the New York State Office for Technology. His responsibilities include enterprise telecommunications and networking services for the State as well as managed desktop and local area networking solutions for several customer agencies. He is also a key contributor to New York's Universal Broadband strategic initiative and serves on its Broadband Network Infrastructure Access Action Team. Dan has been employed by New York State as a telecommunications professional since 1981. He has served in various capacities over the past 27 years and was promoted to the Director of Telecommunications in 1998. He served as president for the Eastern Region of the National Association of State Telecommunications Directors (NASTD) in 2006-07 and is also a member of the Capital Area Telecommunications Association (CATA).
Treasurer - Claire Bailey - Agency Director, Chief Technology Officer, Department of Information Systems - Ar

Claire Bailey is the Agency Director of the Arkansas Department of Information Systems (DIS) and The Arkansas Chief Technology Officer. She has 18 years of experience in state government and more than 22 years of experience in IT. Claire has directed DIS’ security program efforts, including the establishment of firewall and related security measures. She has also focused on providing customer-centric services, realigned financial processes to focus on compliance with state and federal regulations, as well as leading the implementation of a new IT billing system for customers across the state of Arkansas. As the Chief Technology Officer for the state, Claire is the appointed Chairperson for the Arkansas State Technology Council, a member of the Cyberinfrastructure Task Force, and is a partner in leading the state’s efforts for on-line transparency for the American Recovery and Reinvestment Act. Claire serves on the Connect Arkansas Board, Arkansas Homeland Security Executive Committee, Arkansas Geographic Information Systems (GIS) Board and Information Network of Arkansas (INA) Board. Claire is also a member of the Arkansas Interoperable Communications Executive Committee which oversees the national award winning Arkansas Wireless Information Network (AWIN).
Immediate Past President - Nancy Bochat - Telecommunications Manager, Information Technology Services Division - Missouri

Nancy Bochat is the Telecommunications Manager for the State of Missouri. She started her career in 1982 with the Office of Administration focusing purely on voice solutions for the various state agencies across the state. Her responsibilities have evolved over the years into the areas of data and video and now into unified services and products. This included duties in the technical, financial and contractual aspects of delivering services. Missouri has had the advantage of a consolidated approach in voice technologies from the time of divestiture, and began moving towards data consolidation efforts approximately four years ago when the policy and operations were moved under the direction of State Chief Information Officer within Information Technology Services Division. Nancy was the Midwestern Region President in 2002-03 and 2005-06 as well as stepping up in 2005 to finish out a term when the seat became vacant.
Midwestern Region President - Carol Mothershead - IT Contract Administrator, Division of Enterprise Technology - Wisconsin
Carol Mothershead is a contract administrator for Wisconsin’s Department of Administration, Division of Enterprise Technology and wears several different hats including being a member of Wisconsin’s BadgerNet converged network program management team. Carol’s career in telecommunications began quite by accident in 1992 when, as a returning student studying journalism, she was hired by the University of Wisconsin’s former Telecommunications Department as its writer. Carol’s accidental entrée into the technical world happened when the department’s telecommunications and project management consultants moved on to new positions, leaving the department without a consultant. She began serving as the sole telecommunications consultant for the whole UW-Madison campus for almost a year. Carol’s tenure with the university ended when the Wisconsin Department of Revenue hired her as its telecommunications manager and she subsequently accepted the position of Enterprise Telecommunications Consultant for the Wisconsin Department of Administration. In 2000, Carol accepted a position to work on the state’s educational videoconferencing network and the BadgerNet converged network (BCN) procurement and implementation team. Much of Carol’s work in telecommunications focused on advocating for training opportunities for state agency telecommunications managers. Carol successfully lobbied for the state to fund training a certificate in telecommunications analysis and management. Carol has been active in NASTD for seven years.
Western Region President - Steve Noland - Chief, Network Technology Services Bureau - Montana
Steve Noland serves as the bureau chief in the Network Technologies Services Bureau for the Information Technology Services Division of Montana's Department of Administration. The Network Technologies Services Bureau is responsible for all voice, video and data services for the state of Montana. Steve has more than 25 years of experience in network, telecommunications and computing-related fields and has been a major proponent for the state's direction of converged technologies.
Eastern Region President - Carlos Neccuzi - Information Systems Specialist, Office of Technology - West Virginia
Carlos Neccuzi has been an Information Systems Specialist for the West Virginia Office of Technology for the past 23 years. He has spent the last 21 of those years working in the field of telecommunications with primary responsibility for voice services. The convergence of voice and data networks and the implementation of Unified Communications have brought Carlos into the IT world beyond traditional voice services. Carlos has been a member of NASTD since 1992, when he attended his first national conference in Baltimore, Maryland. Carlos previously served as president of NASTD’s eastern region in 2003 and hosted the eastern regional seminar in Charleston, West Virginia that same year. Carlos graduated from West Virginia University with a B.S. in Business Administration.
Southern Region President - Roger Graves - Director of Telecommunications Services, Department of Information Technology Services - Mississippi
Roger Graves serves as the Director of Telecommunications Services for the Mississippi Department of Information Technology Services. The Telecommunications Services Division is responsible for the planning, installation and management of voice, data and video networks within state government. Roger has more than 20 years of telecommunications experience, beginning his career as a telecommunications specialist for the U. S. Army Intelligence and Security Command. Roger began his career in state government in 1991, serving as the Voice Service Manager for the Central Data Processing Authority. In 1994, his responsibilities shifted to supporting a statewide data and video education network initiative, as well as creating and managing Mississippi's first statewide compressed video network dedicated to distance learning and teacher career development. In 2002, Roger assumed his current role with a focus on network efficiencies and unified communications. Roger holds a Bachelor of Science degree in Mathematics and Computer Science from Mississippi College. He has been an active member in NASTD since 1992.
