2012 NASTD Executive Board

The Executive Board is responsible for managing and directing the operation of the association and performing such duties as may be required during the year for the benefit of the entire membership. These duties include, but are not limited to, forming committees, establishing cooperative agreements with other organizations and contracting on behalf of the association.


President Claire Bailey - Agency Director, Chief Technology Officer, Department of Information Systems - Arkansas


Claire Bailey, director of the Arkansas Department of Information Systems (DIS) and Arkansas chief technology officer (CTO), leads more than 250 information technology (IT) professionals responsible for the state network and telecommunications services supporting Arkansas’s public services.

As CTO, Ms. Bailey is the appointed chairperson for the Arkansas State Technology Council and serves on the board of directors for the Information Network of Arkansas (INA). In that role, she provided guidance and strategic direction in the development of Arkansas.gov, the state’s official Web site, managed by INA.  In 2010, Arkansas.gov received second place among government Web sites in the Center for Digital Government’s national “Best of the Web” competition. Arkansas.gov received third place honors in the 2009 competition and ranked in the top 10 among state Web sites for the past five years. Government Technology magazine selected her as one of the top 25 “Doers, Dreamers & Drivers in Public Sector Innovation” for 2011.

Governor Mike Beebe appointed Ms. Bailey to the Arkansas Health Information Exchange Council to advise and assist in the development of a statewide health information exchange for Arkansas. She also serves as a member of the Cyber Infrastructure Task Force, the Connect Arkansas Board, Arkansas Homeland Security Executive Committee and the Arkansas Geographic Information Systems Board. Ms. Bailey is a member of the Arkansas Interoperable Communications Executive Committee which oversees the Arkansas Wireless Information Network (AWIN). In 2008, AWIN received an award from the National Association of State Chief Information Officers (NASCIO) for Outstanding Achievement in Information Technology.

Ms. Bailey is a member of the Arkansas InfraGard Chapter, an organization sponsored by the Federal Bureau of Investigation, to share cyber security information, the Association for Users of Telecommunications and Information Systems, and the Central Arkansas Project Management Institute where she earned certification as a project management professional.

Ms. Bailey is an executive committee member of the NASCIO and is president of the National Association of State Technology Directors (NASTD) where she serves as coordinator of the 2011 NASTD Conference & Technology Showcase.

As director of DIS, Ms. Bailey focuses on providing customer centric services and realigning financial processes for compliance with state and federal regulations. She is leading the creation of a centralized dashboard that enables state agency leaders to monitor the operational status and performance of DIS-hosted services. Under her leadership, DIS received the 2008 Governor's Quality Award for Performance Excellence and received achievement awards in the Governor’s Quality Award Program in 2005 and 2006.

Ms. Bailey holds a Bachelor of Science in computer science from Texas A&M University at Commerce. She is a seasoned IT veteran working as a systems analyst at Texas Instruments and as a senior systems analyst at J.B. Hunt Transport. She has worked for the state of Arkansas since 1991.  



Vice President - Daniel W. Oehmke - Director, Process, Controls & Improvement, Office of Enterprise Technology, Minnesota

 

Dan Oehmke is an accomplished change leader and educator with over twenty-five years experience in operations and IT service management.  He has held a variety of senior and middle management positions and is active in the volunteer community.  Dan is currently an officer of the Executive Board for the National Association of State Technology Directors (NASTD), an assistant council commissioner with the Boy Scouts of America, and treasurer for the Minnesota Local Interest Group of itSMF USA. He is an Army Ranger and served ten years on active duty as an infantry officer.  Dan’s professional certifications include ITIL Expert, Certified Process Design Engineer (CPDE) Project Management Professional (PMP), and ISO/IEC 20000 Consultant Manager. He is an accredited ITIL certifications instructor and an adjunct faculty member for the Graduate School of Business & Technology at St. Mary's University. Dan received his B.A. from St. John’s University and M.B.A. from the University of St. Thomas.


Treasurer - Darin Rand - Chief Financial Officer, State Data Center - Oregon


Darin Rand is the chief financial officer for the Oregon State Data Center where he is responsible for running business operations of the organization which provides core information technology infrastructure to state agencies with nearly 40,000 employees. He has 13 years of technology management experience, working in startups prior to joining the state of Oregon Department of Administrative Services in 2002. His areas of expertise include running programs as self-sustaining businesses; service and project portfolio management, financial and vendor management; process development and re-engineering and leading high-performance teams. Darin attended Lewis and Clark College, is an Oregon Project Management Associate and received a Certificate in Public Management from the Atkinson School of Management at Willamette University. While not working his passion is international travel, having experienced about 35 countries in Europe, Asia, Central and South America. 



Immediate Past President - 
Dan Corcoran - Director of Telecommunications, Office of Technology - New York

Dan Corcoran is the director of telecommunications for the New York State Office for Technology. 
 His responsibilities include enterprise telecommunications and networking services for the state.  He has been a contributor to New York's universal broadband strategic initiative and served on the Broadband Network Infrastructure Access Action Team.  Dan has been employed by New York state as a telecommunications professional since 1981.  He has served in various capacities over the past 29 years and was promoted to the director of telecommunications in 1998.  He served as president for the eastern region of the National Association of State Telecommunications Directors (NASTD) in 2006-07 and is also a member of the Capital Area Technology Association (CATA).

Dan is a graduate of the University at Albany, State University of New York with a B.S. in business administration and also earned an A.A.S. degree in telecommunications management from Hudson Valley Community College.  Prior to beginning his career with New York state, Dan served four years in the U.S. Navy as a communications electrician aboard the USS Nitro (AE-23).
