2016 NASTD Executive Board

The Executive Board is responsible for managing and directing the operation of the association and performing such duties as may be required during the year for the benefit of the entire membership. These duties include, but are not limited to, forming committees, establishing cooperative agreements with other organizations and contracting on behalf of the association.

President - Dean JohnsonChief Operating Officer - Georgia


Dean Johnson is chief operating officer for the Georgia Technology Authority (GTA). Through Dean's leadership and in partnership and collaboration with other key leaders and stakeholders within GTA and participating agencies the state of Georgia privatized infrastructure and managed network services via enterprise-wide contracts with IBM & AT&T in 2008. In 2014, Dean is leading an effort to evolve the current operating and service delivery models to take full advantage of the strong foundation built over the past six years and apply lessons learned along with today's industry best practices in outsourcing utilizing a multi-sourcing services integration approach to managing service delivery.

Dean is accountable for ensuring that service levels for privatized services are maintained and continually improved and problems with the day-to-day delivery of services are minimized. He works closely with GTA, agency, and service provider leadership to identify, recommend, develop, implement and support cost-effective technology solutions that adhere to statewide enterprise standards and meet future business needs. He also oversees quality of service, customer satisfaction and planning and forecasting of service consumption. 

Dean has over 30 years of experience providing information technology services within both the public and private sectors. He has an extensive background and experience in overseeing and directing the work of various IT departments that provide such services as production control, security of mainframe applications, network engineering and development, network administration, network security, data center, disaster recovery, telecommunications, e-mail and help desk support.


Vice President - Greg Gicale -Network Assistant Administrator - Ohio


Greg Gicale is the network assistant administrator for the state of Ohio, Department of Administration/Office of Information Technology. He is responsible for the statewide network architecture, planning and engineering design groups. His groups provide the planning and implementation for Ohio’s information technology (IT) network services including network connectivity, domain name services and domain name management.

Greg has more than 30 years of IT networks leadership roles in public, military and private sectors. He has directed staffs engaged in IT network operations, maintenance, planning, financial and contracting services. He has directed IT network technologies including data over analog and digital transmission lines, mobility, line of sight radio, high frequency radio, and troposphere radio, satellite systems. He has also directed voice technologies including analog/data switch implementations, analog/digital Centrex services and voice over IP (VoIP) services. Greg has been responsible for network budgets and network charge back rates for 20 years. He has also managed contracted services including network provider services and IT cloud services.

Immmediate Past President - Bernie O'Donnell - Director, Communications Services - Connecticut

Bernie O’Donnell directs the Communications Services unit within Connecticut’s Department of Administrative Services/Bureau of Enterprise Systems and Technology. 

As part of the state’s Communication and Collaboration Services function, he and his staff have an enterprise view of telecommunications management and pursue statewide solutions while also advising individual agencies on their line of business needs.  The group performs consulting, order and bill processing, project management for statewide and agency projects, development of requirements and evaluation of statewide telecommunications services and systems and quality control for telecommunications products and services. He also serves on the Connecticut Radio Interoperability Committee.  

In addition to his 25 years with the state, Bernie has 15 years of voice, data, video and radio technical and managerial experience through his employment with United Technologies Corporation, Milton Bradley Company, Data Terminal Systems, the U.S. Air Force, and independent consulting, teaching and writing on telecommunications topics.  He holds a bachelor’s degree from New School University in New York, New York.

Bernie served as NASTD’s Eastern Region President for 2008-2009 and has been a member of the Information Exchange Committee, advising on the organization’s technology capabilities and content for effectively providing information to members via the NASTD website.

Western Region President - Jacqueline MillerDeputy Secretary and Deputy Chief Information Officer - New Mexico

Jacque Miller is currently the deputy secretary of the New Mexico Department of Information Technology and the deputy state CIO. In that role she supports enterprise operations providing IT and communications services to various levels of government statewide. She is instrumental in the progress that has been made implementing the New Mexico Statewide Interoperable Radio Communications Internet Transport System (SIRCITS) funded through an NTIA BTOP grant. Serving as the primary investigator on the Statewide Local Implementation Grant Program (SLIGP) she is leading the National Public Safety Broadband Network (NPSBN) education and outreach efforts in New Mexico and works closely with FirstNet board members and staff implementing the Early Builders Initiative to facilitate the deployment of a public safety LTE system in the New Mexico/Mexico international border region. 

As the chief technology officer for the New Mexico Department of Homeland Security and Emergency Management.  Ms. Miller took on the responsibilities as the statewide interoperability coordinator (SWIC), supported the legislatively created Interoperability Planning Commission and coordinated program implementation activities with the New Mexico Governor’s Office, Statewide Interoperable Communications Working Group (SICWG), state agencies, state planning regions and local governments. 

She continues to serve as the SWIC and supports state and regional technical working groups and an executive policy commission to provide standards for wireless radio communications, researching best practices, facilitating cooperative and contract agreements, ensuring adequate wireless spectrum and reviewing priorities for the statewide radio interoperable needs. 

Past assignments within state government include deputy director of communications, IT manager and network engineering supervisor. Ms. Miller also spent ten years working for US West and Qwest Communications in regulatory, technical, engineering and customer service positions.
