The Executive Board is responsible for managing and directing the operation of the association and performing such duties as may be required during the year for the benefit of the entire membership. These duties include, but are not limited to, forming committees, establishing cooperative agreements with other organizations and contracting on behalf of the association.

President - Greg Gicale -Network Assistant Administrator - Ohio


Greg Gicale is the network assistant administrator for the state of Ohio, Department of Administration/Office of Information Technology. He is responsible for the statewide network architecture, planning and engineering design groups. His groups provide the planning and implementation for Ohio’s information technology (IT) network services including network connectivity, domain name services and domain name management.

Greg has more than 30 years of IT networks leadership roles in public, military and private sectors. He has directed staffs engaged in IT network operations, maintenance, planning, financial and contracting services. He has directed IT network technologies including data over analog and digital transmission lines, mobility, line of sight radio, high frequency radio, and troposphere radio, satellite systems. He has also directed voice technologies including analog/data switch implementations, analog/digital Centrex services and voice over IP (VoIP) services. Greg has been responsible for network budgets and network charge back rates for 20 years. He has also managed contracted services including network provider services and IT cloud services.

Secretary/Treasurer - John Hoffman, Chief Technology Officer - Texas

John Hoffman serves as the chief technology officer for the Texas Department of Information Resources (DIR). He is responsible for providing comprehensive strategic planning for the agency. John oversees DIR's IT leadership in planning and policy, accessibility, and enterprise solution services.

John brings more than 25 years of experience in wired and wireless telecommunications, having held positions in network operations and integration, field operations, program management, sales and real estate. Most recently John was director of DIR's Communications Technology Services where he had management responsibility of the statewide telecommunications network and contracts including the capitol complex telephone system. During this assignment John focused on providing thought leadership, technical support, competitive environments and enabling innovative solutions to state agencies and other DIR customers.

John holds a Bachelor of Science degree in engineering management from the University of Missouri and a Master of Business Administration from Southern Methodist University.

Immediate Past President - Dean JohnsonChief Operating Officer - Georgia

Dean Johnson is chief operating officer for the Georgia Technology Authority (GTA). Through Dean's leadership and in partnership and collaboration with other key leaders and stakeholders within GTA and participating agencies the state of Georgia privatized infrastructure and managed network services via enterprise-wide contracts with IBM & AT&T in 2008. In 2014, Dean is leading an effort to evolve the current operating and service delivery models to take full advantage of the strong foundation built over the past six years and apply lessons learned along with today's industry best practices in outsourcing utilizing a multi-sourcing services integration approach to managing service delivery.

Dean is accountable for ensuring that service levels for privatized services are maintained and continually improved and problems with the day-to-day delivery of services are minimized. He works closely with GTA, agency, and service provider leadership to identify, recommend, develop, implement and support cost-effective technology solutions that adhere to statewide enterprise standards and meet future business needs. He also oversees quality of service, customer satisfaction and planning and forecasting of service consumption. 

Dean has over 30 years of experience providing information technology services within both the public and private sectors. He has an extensive background and experience in overseeing and directing the work of various IT departments that provide such services as production control, security of mainframe applications, network engineering and development, network administration, network security, data center, disaster recovery, telecommunications, e-mail and help desk support.

Tony Lupinacci is a creative, results-driven technology leader with more than 20 years of proven technical excellence in many diverse facets of information technology. He is a skilled IT problem solver and passionate technologist who is gifted at seeing the big picture, conceptualizing, developing an implementing technical solutions and peering closely with agency business leaders as well as many various senior level state executives and directors. He excels in developing, mentoring and motivating highly focused and skilled technical teams that successfully meet and exceed the state's technical objectives. Tony possesses strong interpersonal collaboration abilities that allow for continued success in bridging the challenging gaps between IT operations, application development, agency business needs and fiscal responsibility.

 

 

 

 

Southern Region President - Billy Rials - Mississippi


Western Region President - Michelle Summers - Oregon

Michelle Summers is the Windows computing and enterprise e-mail manager at Enterprise Technology Services (ETS), Office of the State CIO for the state of Oregon. She is responsible for the delivery of Windows servers and managing the Windows computing and e-mail environments for ETS, which provides core information technology infrastructure to state agencies.

She has more than 10 years of proven technology management experience in many different areas of information technology within the public and private sectors. Michelle joined the state of Oregon in 2013. Her areas of expertise include running programs such as:  service and project portfolio management, vendor management, process development, IT operations, billing and leading high-performance teams. She excels in relating with others and bridging the gaps in IT operations.
